In response to your final thoughts of Komala needing a bait move, I looked it up for the main game: Komala cannot learn Body Slam but it can learn Brick Break. So I guess that would be the bait move that it needs.

Brine is single resisted against empoleon but the doulbe resisted sludge is stronger?

Brine is a weak move compared to sludge wave. Even with the double resistance, the power difference makes it stronger.
