Since you are using 3X optic, there is a suggestion: turn on advanced sensitivity option and try this sensitivity: Y axis: 179 and X axis: 71.

This sensitivity lowers the recoil and increases accuracy when using this optic to the maximum. In other words, it's the best recoil control sensitivity in the game.
