First the champion buffs.
Aatrox his passive is not uncancellable
Ahri's E cooldown got lowered
Camille will have more base HP, her passive will have a lower cooldown and her Q will give her more movement speed.
Cho Gaths R will now give him 2.5 cast range per stack
Darius got his Q healing increased and mana cost reduced and his E armor pen got increased
Ezreal will have his AD ratio's increased on almost all his spells, his Q W and R
Garen's W duration is now 4 seconds flat and his E has a better AD ratio
Gragas is tankyer and his R cooldown got reduced
Gwen's passive AP ratio for increased
Hwei's E cooldown got reduced and the EQ fear duration for increased
Illaoi got some base stats increased and the healing per tentacle hit got increased
Jayce his E knock back distance got increased
Karma's health got increased, Q AP ratio increased and her E gives a bigger shield
Karthus his Q deals more damage and his W reduces more magic resistance
Shen just gets more base AD
and lastly Veigar has more base HP
Now the champion nerfs
Blitzcrank has less base armor and his E AD ratio for lowered
Fizz his AP ratio is lowered on his Q and W and his W will deal 50% damage to structures
Jax his E reduces less damage and hios W and R deal less damage vs turrets
Rumble's Q deals less damage and his E reduces less magic resistance
And lastly Teemo's E has a lower AP ratio and his R cooldown got increased
Up to the champion adjustments
Riot gave Briar many small changes, you can pause the video now to read them all but long story short, Riot wants to make Briar a bruiser instead of an AD assassin
Twisted fate also a lot of changes. Tldr, Riot wants to push Twisted Fate to AD Twisted Fate by giving his abilities better crit scalings.
Now up to the system buffs
Experimental Hexplate' build path is different, the attack speed got increased but the overdrive attack speed got reduced
Horizon Focus' range required is reduced and the reveal radius got increased
Stridebreaker costs less and has more attack speed - Attack speed increased from 25% to 30%
Steel Sigil costs less
Now to system nerfs
Bloodsong's additional damage is getting reduced
Frozen heart is more expensive
Rift maker is also more expesive
Stormsurge got another nerf and deals less damage - AP ratio reduced from 30%/22.5% to 20%/15%
Finally the system changes
The secondary runes are also getting changed the arnmor and MR from the second slot are getting replaced by movement speed and the thirth slot armor and mr are getting replaced by flat HP and 10% slow resist and renacity
Unflinched now gives 2-10 bonus armor and MR while CC'd instead of the tenacity and slow resist it used to give
And phantom dancers bnuild path has changed
