How many spd does Dr.Ratio need to take two actions in Robin's concerto state?

If your character has at least 91 spd he will always have 2 actions during Robin's concerto (one in the initial action advance and another naturally) if you have twice the concerto spd (180) your character will act 3 times and continues (90spd = 1 more action)
