Because she is based on the comics and if you never read the comics than the average person only has the hulk movies to compare her too and wonder, "Why isn't this like the Hulk?" Which is reasonable, but She-Hulk has had her moments in comics history where her anger got out of control, but she was never the version of the Hulk, disproportion in a muscularly way. More like a peak athletic human physique ( with more height and mass) but with the strength and endurance on a superhero level. ( NERD - I know ,lol But I hope that helps answer your question) or simpler explanation, That's just how she was designed in the comics and these movies have been doing a great job adhering to what the original material was/is.

Did you see any Avenger making fun of Black Widow because she was a woman? Or Gamora? Or the Bride in Kill Bill? Or the girls from Pixar's Red Alert? So that whole "feminism" movement started to rise a few years back. Mostly just unconditional men-hating propaganda spread out by angry, distressed and emotionally unstable girls who confounded emancipation and bullying. But still, they had enough voice to peek the interest of Hollywood. Because it was clear that, from now on, these women would be their new demographics. The ones feeding off reality shows, petty internet drama, fashion, unhealthy hate towards everything made from or for men, blaming and victimization. So they will consume alright! Advertising, ads and TV belong to them. They are also - for a lot of them - responsible of the couple's budget, accounts management, insurances and they will leave men with half of their shit if they decide they want a divorce so they can f*ck their ex's bff. Anyway, they are the ones maintaining the "consumerism economy" alive. For now anyway.
