So they're giving the Starcaster name to Squier? That seems like a good idea. Are they still going to be sold at Target? (Not meant to be a dis, I LOVE cheap guitars, and I strongly feel that the recent crop of "department store guitars," the First Acts, Maestro by Gibson, Lyon by Washburn, and of course Starcaster by Fender; will one day be viewed the same as the 2nd-tier vintage guitars like Harmony, Kay and Silvertone)

Yes, the Starcaster is now part of the Squier family. I doubt it will be available at retailers like Target though. The improvements to the Squier line have been massive in the past years.
