Because of how The Breakers is designed they will always have one up on Xenoverse 2 in some way. Whether thats in clothing or accessories characters or forms as long as they keep going in order it looks like the game will cover the rest of the dragon world. Sooner or later it'll probably be Hit's Costume, or Rose. And so on.
