I think part of the bug is that the ult travels a fixed distance (calculated at start) but rammus himself travels with his walking speed (calculated during the entire duration)

only on the sweetspot but yea, probably is only being allowed cause his ult is losing damage overtime so they made it up by giving it insane upfront burst damage to compensate. At rank 1 ult the difference is 30 + 20% ap over 8 seconds -> (150 + 90% ap) + (20+ 10%ap over 3.5s) if u land the sweetspot. So by comparison his old ult at 100ap is hitting 400 if u land all quakes over 8 seconds and the new one is hitting 240 immediately and 90 more over the 3.5 seconds for 330 damage.
