I think the skeleton dragons need a higher hit speed (closer to 1 second) while keeping the dps the same. This will help them deal with swarming troops much more easily. As of now, they barely hit two targets each which is completely useless against a minion horde or skarmy that's placed too close to them.

You can actually use the skeleton dragon early by doing the friendly challenge, dragon hunt there is a chance of using the skeleton dragon if you destroy the thing in the middle before your opponent does.

Honeslty, as a skeleton deck user- to me, the only thing they need to change is the splash radius! It looks like 1.5 tiles, or 1 tile- boost it up to 2 tiles and it should be balanced!
