There is no RNG there, CR calculates over 100. Arby and RRoana both gain 100CR, but Arby was way ahead of RRoana before their push, so Arby is still way ahead of RRoana after he revives. The only way to "outspeed" an Arby revive is to have CR reduction (AYufine/Politis), proc his revive when he's at a low CR, or have some sort of setup that gives massive amounts of CR
