Nah that just steal it, not location. I can also do it when I reached the top of the buidings like the car park near the South-West air port or the one in the CBD turf. The best way to steal a chopper is get to the top of the high buildings. The construction sites are pretty good too.

Bro my game seems super bugged. Even if I get 5 stars, only s.w.a.t. vans and other army vehicles come after me, abd no helicopters can be seen. Even if the minimap shows a heli on it, when I reach the spot, there's nothing to be found. I don't get what's happening. I've only seen the helicopter in a single mission yet, though I'm already at house level three
