Hello! Maybe double check your main story quests to see if you have completed all main story quests or if your missing reputation if you have completed all of this and you have still not gotten this quest I suggest you contact Star Stable directly and hopefully they can help you out!🫶

The last main story quest was with the Vala witch in devils gap I believe!
