I have a theory: All the 8-Bit Luigis were all actually real once, and all the levels they were found in were actually the levels from the original and Lost Levels, with the sky levels being those wind levels and the levels like original 1-3. 16-Bit Luigi was from that haunted forest in World. The ice Luigi could be from NES Remix, with the ice level. (Or maybe it was 2, I didn't do any research.)
