They want people to think it's a finisher by downplaying the move. The move is very unpolished and looks very basic, so people would assume it would be a finisher. This will make people not as excited for the update to come because not many players care for finishers, but if they make it an ult move players will get even more hype because they thought it would have been a boring update but in reality, it will be super cool.

I have a feeling that its tatsumaki's passive since she doesnt have any real passives unless you count her being ranged as one but what im thinking is that her passive is like when she does the finisher she has time to go anywhere she wants at high speed while doing the finisher as a away to escape from teamers or just to steal and run 😅 but i think its pretty cool 👍

Here's how I figured out it can't be a finisher. My 3 reasons are the dummies health, the startup, and the placement. 1. The dummy has full health. All finishers are under 7% health. Because the dummy has full health, it cannot be a finisher. And no finisher has that much range. The only one close to that range is Lethal Whirlwind. 2.The startup is similar to Crushing Pull, but it is not the exact same. If it was Windstorm Fury's finisher, it would probably spin them around in a bigger tornado. And why would the air variant finisher be on the ground and repeat the beginning of the move 3.The placement is on the ground. It cannot be the air variant for Crushing Pull. If it was in the air, then I would see a finisher being possible. With my reasons stated, I have came to the final conclusion that it is 100% an ultimate move.
