What are you talking, it's Not possible to use uncontrolled frequency(btw there's nothing called freq rate). But Telecom has to transmit data in fixed bandwidth of frequency, therefore frequency is always controlled and predefined. With uncontrolled frequency you won't be able to receive anything correctly.

I am belong from rural area in western up and on ncr ,I personally visit many villages specifically in district Hapur,there is no 3G and even some time 2G mobile network even today also , I hope this problem will be solved after come into force this act, good step from govt but subject to citizens privacy and no other kind negative impact of user and intermediary .
