The location is at the north of the map, bro, near the northern watchtower. Go a bit further up. If it's not available yet, try going to the gas station and talk to the woman who usually helps us upgrade the bike. She'll give you a quest to go to the northern watchtower, fight a boss zombie there, and so on. So, the area doesn't open immediately; there are a series of tasks you need to complete before the location becomes accessible.
