Dr. Ratio wasn't given free for 1st Anniversary. He was given free bcuz Honkai Star Rail won The Game Awards in 2023. I think you joined Honkai Star Rail much later.

Well why you need perma buffs? Aslong you can use the old characters in end Game modes its fine. Outside of end Game the Game is boring and easy.
