I just started following your guide(It’s awesome by the way). But I’m already on Level 24, parking here after finding your guide. I have 60 residential houses though, do I need to bulldoze like half of them? And how do I know if a house is fully upgraded? Not sure if my city will still work as it currently is, but I sure hope whatever I’ve messed up can be fixed.

If I’m understanding this correctly, you limit the number of buildings to 15 so that you have a small amount of experience when you build a new one. You want to build a new one because the points you get for the contest of mayors is one of the highest items to do. It will give you an advantage in winning the CoM, but you can stay at a lower level and collect the big rewards. Is that the plan?
