Question: Do you want all held accountable for their actions or just who engage in behaviors you find personally objectionable? I guessing the latter. Yes, fleeing from a traffic stop is clearly wrong. There is zero excuse for doing so. It is a written rule or law. Policies are also written. Often times for the very same reasons as are laws. When police officers violate their department's policies are they not to be held accountable for those violations? Do they not share the burden of having acted in a manner potentially equally as reckless as those you view as the only bad actor in this equation? What if the cop had struck a car load of kids injuring and killing god knows how many? And for what? To catch some idiot on a bike who is so stupid as to run from a traffic infraction? Bigger things are at risk that collecting a little revenue for the state coiffers. I mean, what would you think if your wife and or kids were killed, injured or crippled because some cop did not follow policy? I bet you'd be the first one looking for a lawyer.

If they can prove any amount of reasonable doubt regarding who was driving at that time and actually committed the crime, it's typically enough to get the charges dropped or at the very least lessened. I don't think it should play out like that so often, since it's usually not the truth, but that's the reality. The most they could do in a lot of situations where all they have is a plate, is impound the vehicle if they find it at the registered address.
