if you actually look more close, she is filling up the bottom first and then putting her arms in a way so the snow doesnt fall off. She then pushes the snow inside, if you didn't know

Fabiano Gonçalves: I'm not 100% sure but they must be fruit syrup. Search "Do it yourself snow cone syrup recipe" or "fruit syrup recipe for shaved ice" on Google for recipes.
