Why would Indians want to study in countries like NZ, Australia or Canada? These countries do not have big businesses which can offer employment matching education. There is a clear preference for Chinese because they have money and the PR is a very long & distant dream which most likely will never come to fruition. No country will give 100% PR's to only Indians. There are South Americans, Europeans, Africans, East asians. So, out of 100 applications, maybe 10 PR's for Indians.
