Given its distance from many major markets and its landlocked geography, it is hard for Mongolia to become an exporter of manufactured goods. What does make sense for the country is a focus on services that can be delivered online, such as tech support and customer service. As for natural resources, metals could be processed more, such as in making the high-value powered metals which command a high price, and which can be priced competitively even when shipped by air. Once powdered metals become a standard industry, then the nation could invest in making additive manufacturing equipment and move up the value chain quite nicely.
