According to the then-advisor to the former chief of the Armed Forces, Valeriy Zaluzhnyi voiced the plans for operations that the Defence Forces implemented after his resignation as early as 2022. Volodymyr Ohryzko, Minister of Foreign Affairs of Ukraine in 2007-2009, responded on Channel 24 to the news that the former Commander-in-Chief of the Armed Forces of Ukraine and current Ambassador to the United Kingdom, Valeriy Zaluzhnyi, had proposed an offensive on Russian Belgorod in 2022 to push back the front line and prevent the occupiers from shelling Kharkiv region. Major General Viktor Nazarov, who was Zaluzhnyi's advisor and consultant at the time, said this in an interview with the BBC. The general recalled Valeriy Zaluzhnyi's plans when assessing the success of the Armed Forces of Ukraine in the Kursk region of the Russian Federation in August 2024. He noted that this operation was not unique. ‘How did the idea for this offensive come about? Back when Zaluzhnyi was in office, in December 2022, at one of the meetings I attended in the National Security and Defense Council of Ukraine office, we prepared such proposals and I personally participated in them,’ Viktor Nazarov said.
