He's... not dead he has something greater than his healing factor... plot armor... and the way the penance stare works but I dont feel like explaining to make it short it only works if you feel guilty. But if you feel more guilty than ghost riders penance stare can inflict it won't work and wolverine is immune becuase he feels more guilty.
