She tells the dog story for a strategic purpose… I believe to show how tough she is that she can make difficult decisions and do difficult things. Makes no sense, especially because she has stated that the dog had not bitten anybody, only attacked farm animals. She had alternatives to pulling out a gun and shooting a young dog. Too late to apologize now. Her story has backfired and shown her true (scary) character.
