The wall doesn’t have paint on it on purpose, my guess is that it is “Corten” steel which is used on bridges throughout the Country and is left un painted, due to the material properties of the steel.

Rusting steel is a ignorant lie. That’s the nature of that specific steel. It forms an initial rust coating but does not go any further. It doesn’t need to be primed for painted. Many parkways and expressways use the same steel for guardrails.

The material rusts on the surface, and then stops rusting in the balance of material stays structurally sound for 50 years or more. The material is used all over the country for guard, rails, sign post and other structural steel. It’s very common and it’s a low maintenance very cost-effective finish.
