The police need to acquaint themselves with technology because there are apps that can help with translating any language while they are still looking for a person who can translate. A person can die while you're still waiting to employ a translator. The police and hospitals need to have such technology so that they can help immediately.

It is definitely human trafficking. A normal labour broker would not keep people in a house naked. They were probably stripped naked so that they do not run away even when their captors not on the premises. Possibly also to humiliate them and assert power over them .By the time they are allocated to spaza shops they are very fearful of their bosses and easily follow every strict order given.
