It’s pretty simple. Move the portal till after the season is over in January. Colleges have summer semesters which one signs up after January, you’ll be registered as going to the school and you can go to spring practice. The schools can work that out.

Joel has an interesting thought about the Army-Navy game. It's akin to the fact that the Daytona 500 starts the NASCAR season. They’re the most predictable team in the sport. They haven’t improved one iota nor accomplished anything if the beat two overmatched teams then lose to a good one. Army vs Navy in week 0 or outside of the northeast corridor is the most ridiculous, half-baked, dumbass idea that I’ve ever heard. This is for both traditional and practical reasons. Cadets & Midshipmen have a lot to do at the beginning of the semester. Also traveling to California is a non-starter, so you’d have a game without the students. That completely defeats the purpose and charm of the game. Keep it where it is in the calendar. Washington, Baltimore, Philly, NYC (new jersey), and (maybe) Boston are the acceptable venues. That is it. Want your town to host the game? Move to one of those towns.
