The game came with a play sheet. It had plays you called by holding down the arrows with the B and A buttons. Without it, you were blind as you can tell by watching the game being played.

Wow, that was bad. I wonder if it would become even slightly playable if you had the play sheet and ran it in an emulator at 2x speed or something. So glad I got Tecmo Bowl as a kid and not this nonsense!
