There are no delays between giving any inputs. If you buy the generic ones maybe it will have some kind of lag. If anything like this happens just lower your graphic settings and you are good to go.

There isn't any input lag, i wouldn't recommend buying a wheel to play Need for Speed tho. Wheel is fun in asetto corsa and other simulations, possibly in forza horizon but in any other arcade games it won't be that cool to play.
