i believe xbox n PC users cant downloads wraps from PS users..

I'm sorry man. I thought it's possible to share the wraps between the systems. But this website help.ea.com/en/help/need-for-speed/need-for-speed-heat/nfs-heat-cross-play/ explains that with the cross-play a number of things are not possible. So you can't share wraps between different systems.

Under Paint&Wraps - community - tab “Trending” the wrap is in place 133/1000. I created the wrap on the PS4, so be sure cross-play is turned “on” in settings. (Title screen - settings - Privacy - Enable cross-play)
