The lack of police pursuits is probably because the devs wanted to make a different gameplay regarding other NFS games. In Pro Street, it make sense that there're no cops because it's an organized legal racing event. This also makes sense in both NFS Shift games

What is even more interesting for me is that the helicopter is able to follow you through custom modded tracks! I've always thought that the helicopter was programmed to follow a "fixed" route, which consisted of MW tracks only, and I believed this was one of the main reasons it was present in the PS2 version of Undercover but not in NFS Carbon or World (along with time constraints). It seems that I've been wrong all this time, and I'm happy to be wrong in this case :)

+nfsu360 I think that asphalt surface colour, bump map and reflections + road lines is cast separately by some secondary rendering technique in ProStreet, model has just basic material looking like concrete and occassional asphalt patches that were visible through that casted Asphalt.
