The blacklist members cars are RNG.

they always be random on same place you find, sometime show up same car.

M3 is not showing up in any of my lock ups. 5 games straight and I did extraction every time. No m3 yet. 😢

What car would you recommend would be best for this game mode and is it tier specific. I haven't been able to play this mode yet

Just use whatever your fastest car is for the tier you’re initially allowed to use. You can find cars all round the world you can take so you if find something faster than your initial car, you can just take that and use that.

Yes they are same car & performance, except livery and dirt on it
