@@ronnie3626 it is not really a placeholder it shows up in carrer mode in a locked vehicle slot (it has to be a vehicle to be displayed on the vehicle pad thingy) and for it to be there properaly it has to be drivable (it may cause issues so they probably copied handling of some other car). All of the tuning parts are shared by all vehicles Edit: i am dumb it was an april fools video lol, the lock isnt a vehicle but if it was it would made sense

Its not a secret, the devs needed a way to convey that a slot was locked so instead having a car in that slot, its instead a lock. But because the game expects there to be a car there, they just made a lock "car". It was never supposed to be playable. In this video the game was modded to allow it. The reason some customization options work is because they are universal for every car. Maybe if you modded the game to include a car specific visual part for this car it could have body kita and stuff. Possibly by reusing another cars parts.
