I think the another meaning of the 4th stanza is - when he said "if even i were in my boyhood" refers to his boyhood in london and saying if he was in london then , he wouldn't call the west wind to pass his messages, he would himself go to the battle land and revolt, he then wouldn't need west wind to help him out to spread his message.

Stay focused. Try getting meanings of difficult words written down first. Read aloud. It helps to get into the vibes of the poem. And read up some introductory materials if possible
