They get a simple focal point on the previous scene (Her talking, everything else in frame is perfectly still) And the cut MAINTAINS that same focal point with having the person standing there before going through the motions of flagging everybody down. But they don't have her immediately doing it either, they give it a quick moment, to let the viewer realize what the scene is.

The entire gag was that the Blue haired girl asked "Really? Promise, okay?" As in you promise not to tell anyone, not as in you promise to pay me if you tell everyone my secret crush. The dark haired girl agreed, but she was really agreeing to the latter as her friend's question could be interpreted in more than one way. Hence why she slammed the money on her desk right after. She kept her word on paying her if she she ever blabbed.
