I believe that was not EX Luck (if by EX Luck you mean the turn Hijikata buffed himself instead of attacking), most likely that was just Hijikata's AI. His AI must be something like "if no buffs active, buff yourself" and "after a certain hp threshold buff yourself further". Since he had no buffs on that turn he had to waste it to follow the "steps" designed to the fight, thus giving Nichiya a free turn. However, whether he knew of this and used it in his calculation I don't know.

Stun is just Charm but gender-neutral (even though there are gender-neutral Charms like Shuten's). And also not a Mental Debuff apparently, so you can Stun the Lostbelt and some early bosses that had Mental Immunity.

Most of quick servants has low NP gain There are some option: - using increase NP gain CE - Prisma Cosmos But the chance of stunning will stay the same since it's not 100% success or using increase buff success rate CE, but will have bad NP gain well, it's her stat itself
