Invader ZIM is probably the most evil cartoon character of all nick villains. He is morally and ethically evil. He is also technically the only villain to kill someone on-screen. He killed Dib temporarily. He doesn't care about the well being of others and will do anything to keep with his appearance and his mission. While he cares about GIR and is dependent on Dib in order to keep doing what he is doing, he loves causing Dib pain. He acts like the occasional spoiled rich person/overconfident alien invader. He might be the protagonist of the show but he is very evil no doubt. He will do any thing to complete his mission to conquer/destroy the Earth. While he is not successful, he always tries again.

Zim is awful, but he's also comedic, and shows genuine concern for his robots when Professor Membrane destroys them in the climax of Enter the Florpus. Fire Lord Ozai, on the other hand, is always played seriously, and doesn't even care about his children. He also has a much higher kill count than Zim. You could argue that Zim's rampage on Irk that ruined Operation: Impending Doom may have killed more, but those were Irkens who were trying to take over the universe, and Zim clearly had no idea he was still on Irk. Ozai killed thousands of innocent people, and is a lot more organized and competent than Zim.

After rewatching Avatar, i honestly found it weird that they could put anyone above Ozai in the evil scale for that show. While Sozin certainly took more lives then Ozai did, i still think Ozai should be seen as the worse of the two evils: Sozin was a man with good intentions who let his fear of the avatar get the better of his morals, while Ozai never had morals to begin with.

I'm honestly curious where 2012 TMNT's Shredder would've ended up. Constantly threatening, harming and even mutating his henchmen, hating Splinter so much he'd let the entire Earth be destroyed just so he can kill him, using any despicable tactics to dispose of the Turtles and their allies... I imagined that Vicky's good deeds didn't make her number 1, but this...downplayed her evil, a lot. Really she should easily be higher, if not number 1. She has said that, if allowed to be evil for 1 day (and by context having the ability to do this), she would blow up the Earth in the Oh Yeah! Cartoons. She wanted to tortute Timmy forever with the Re-Do Watch while she knew Timmy retained memories after she turns back time, and..."forever" is quite a big word. She has enslaved kids in subhuman conditions to work for her and kidnapped adults to die in the dungeon of her room. The love she shows on most males is only based on appearance and money, quickly turning into apathy or hate otherwise. She didn't just take over the world, that's on the surface as the show makes things like death be very quick and subtle so it can be easily missed; it was heavily implied that she killed off large amounts of everyone living in the world. This being for no reason, no loyalty to one's planet or nation, nor a hard application of their ideologies, she did so just because she wanted to. Earlier in the same movie she confesses that she wishes she could one day make the whole world miserable, but that as she can't, she focuses all her hate into Timmy, 1 person. Crocker is a pretty significant omission. He's as important to the FOP canon as Vicky. Also weird to include Amon but not Azula, Zaheer, or Kuvira. But okay. @@NicholasRSims I was thinking human characters only. If you include the film versions, its Mr. Beardo, for he is confirmed to have stolen the Heffley's belongings. In the books, it was a myth, as revealed at the end of the book. If you stick to the books' canon, I'd go with the bully called Pete Hosey. He was super petty about getting revenge after one threat that he basically brought upon himself, and forced Rowley to eat the cheese. The film version of him is considerably worse due to his death threats, and dismissal to Greg's lie about his lactase intolerance, unlike in the books.

The Greaser Dogs each have their softer sides but I’d personally put them higher on their list due to their crimes. The way they “pound” Catdog was always presented to us like it’s bullying, but it’s straight up assault. Catdog can’t leave the house without the fear of having the absolute shit kicked out of them hanging over their heads on a daily basis
