Harper has done it, because she sees that Emmet understood (somehow) that Harper and Phil have relationships. She just doesn't want him to see them together. They can continue meet each other, but not in ED. Emmet always says something about this situation, about Ihaia etc., so for Harper it is unsafe. Emmet can let Drew know about HarperPhil, if he continues to see them together. She has done this just for keeping this secret.
