I had another thought: it seemed to me that after such a dialog there was a very passionate kiss, but then they decided that it is too much (for this series), and they cut it. So they shot a more chaste kiss instead of that.

Yeah the whole last scene is a bit of a mess. Harpers expressions don’t fit with what Phil is saying and the kiss is awkward. Those takes have a different tone to the rest of the scene. Might be filmed later or before.
