In a bustling city in Northeast China, female SWAT team leader Chen Fang disguises herself as a stowaway woman and cleverly escapes from prison with another stowaway woman, Ding Hong. They unexpectedly encounter their old classmate, Ma Tou, in a seaside park, who helps them evade pursuit. Several days later, Chen Fang, along with stowaway women Liu Yiyi, Wu Fan, and others, boards a cargo ship named the "Black Shark," only to discover more hidden secrets aboard.
On the ship, Chen Fang is surprised to find that a base engineer named "Glasses" and his girlfriend, Rouge, are also aboard. Meanwhile, a drug trafficking gang led by Rongge is transporting illegally stolen M-carriers. What shocks Chen Fang even more is that the captain of the ship is her trusted friend, Ma Tou. Rongge uses Rouge to threaten Glasses into designing the guidance software for the carriers. Chen Fang learns of this crucial information and successfully retrieves the software from Glasses, but is unfortunately discovered by Rongge, who cruelly kills Glasses.
Chen Fang secretly exposes Rongge's crimes to Ma Tou, but Rongge attempts to take Chen Fang away, which Ma Tou resolutely refuses. Both sides are locked in a tense standoff, broken by the appearance of patrol boats. Ma Tou cleverly hides the stowaway women in a secret compartment to evade inspection. However, based on clues intentionally left by Liu Yiyi, military police order Ma Tou to steer the ship to a nearby dock for inspection.
In a battle of wits and bravery, Chen Fang gradually uncovers the true identity of Rouge- the mastermind behind Rongge's criminal gang, Lao Q. While Liu Yiyi prepares to contact headquarters, she is unfortunately shot by Rouge. As Rongge's gang attempts to flee under the cover of night, Ma Tou steps forward to confront Rongge in a fierce battle, ultimately killing him. However, Rouge seizes the opportunity to knock down Ma Tou, attempting to escape with heroin. Chen Fang pursues her and engages in a life-and-death struggle, ultimately forcefully pouring the heroin into Rouge's mouth, causing her to die from poisoning.
In the ship's lower deck, Chen Fang discovers that Ma Tou is ordering his men to release poison gas, attempting to kill all the stowaway women. Despite Chen Fang's efforts to persuade him, Ma Tou remains stubborn. In order to protect everyone's lives, Chen Fang decisively shoots and kills Ma Tou. As the sun rises, two patrol boats quickly approach, with Chen Fang tightly holding the injured Liu Yiyi, waiting for rescue.
