For anybody wondering, I'm pretty sure the pic is fanart of Youjo Senki: Saga of Tanya the Evil. It's about a salaryman who died and was reincarnated as a young girl in an alternate magical Germany during a world war, essentially. It's really really good.

The pic is based on the art style of the original source of Youjo Senki (which is a novel). The director of the anime deliberately made various significant changes, including the debatable 'degradation' of the art design, to make Tanya seem more evil than she actually is and also to make her and Victoria less appealing to the shippers (read the manga where the art and the story are more loyal to the source material).
