it's Vivi Alhazerd from an eroge visual novel called "shinigami no testament." there hasn't been an English translation.

Man I felt this way the first time I saw one of the Nightcore backdrops. They're so good too. Unfortunately most don't have anime,manga or LN's that they're based off of.
