Actually a catalyst (in chemistry at least) is a chemical added to the reaction to increase the rate of the reaction, but does not take part in the actual chemical change. The starter of a reaction is called an Initiator (in terms of polymers and monomers)

and actually this is both the same cause if you want to have a reaction but the catalyst is still missing the reaction doesnt start. If you add the catalyst the reaction starts. So you speeded it up from no reaction to a higher value and you could also say you startet the reaction.
