Actually a catalyst (in chemistry at least) is a chemical added to the reaction to increase the rate of the reaction, but does not take part in the actual chemical change. The starter of a reaction is called an Initiator (in terms of polymers and monomers)

it isn't something that starts a reaction. It's something that provides a surface for the reaction to take place, therefore speeding up the reaction. It makes it faster, doesn't start it.

and actually this is both the same cause if you want to have a reaction but the catalyst is still missing the reaction doesnt start. If you add the catalyst the reaction starts. So you speeded it up from no reaction to a higher value and you could also say you startet the reaction.
