Doctors with over 40 years experience and there were at least 20 doctors watching, have said McConnell suffered a Transient Ischemic Attack (TIA). Which indicates there there is something more serious, such as a full on stroke. The doctors watching this also explain that During a TIA, circulation to a part of the brain is interrupted briefly, and then restored. (which is what actually happened during the news brief.) This interruption can be caused by A narrowing of a brain artery because of atherosclerosis. Which if not immediately treated can result in death of the patient. So his caretakers can try to hide it as much as they want, but experienced doctors watching know exactly what is happening and explained it. These doctors also explain that McConnell is not fit for duty and should retire as his health condition is not fit for the rigorous tasks needed to be a senator.

Twisted - Could have been a TIA, but given that McConnell suffered a concussion in March, it's also possible he may have suffered an undetected brain lesion that is resulting in petit mal epilepsy. These types of seizures are of extremely short duration and are also called 'absence seizures,' and that pretty much perfectly describes what we saw on camera. I had a friend who suffered from these in college, and the first time I saw it happen, I was unaware of his condition and I thought he was just goofing on me. Another friend of his who was there when it happened pulled me aside and explained it to me. Either way, he's no doubt getting a full work-up even as we speak.
