Its a Nikke. Nikkes are basically humanoid robots designed to fend off random aliens(genetic ahh plot),but not all of them are designed to fight. That is,until they are ordered to fight. I believe there is a reason for Rei's penguins,like Sugar's Black Typhoon (Rei has multiple penguins) but I did not play her bond story quests so I cannot answer no.2

Judging from the amount of jigg-I mean- recoil absorption, Soldier OW (aka: Lumi) has quite a bit of cake hidden inside those bulky combat fatigues.

銃の横からマガジンを挿すタイプは主に第一次世界大戦当時に開発された伏せ撃ちをする際に下向きより横向きで付けた方がリロードがしやすいだろうという経緯で開発されただが横向きに付ける事で利き手による扱いやすさの差が産まれたり、重量で傾き銃身のズレ等による照準への影響が発生したそこで上向きマガジンの銃も開発されたが、視界を塞ぐわ照準装置を上側へ置けなくなるわでこちらも問題が発生よって現代の自動小銃はマガジンが下向きのモノが主流となったでも上向きや横向きは現代銃にはないロマンがあるし、クリップ装填するNIKKEとか今後出ないかなあ()

She's a 3rd grade high schooler...for the Nth time. Rei (her name) is part of a program that makes Nikkes (their species, a near indestructible, Termimator like cyborg) undergo "school" and have several combat tests to check if they are suitable for actual combat. If they fail, their minds are wiped, and the cycle is repeated, over, and over, and over, and over again, foe however many years is necessary, until their brains cannot sustain the strain of so many memory wipes, and they are discarded. So yeah, she is much older, and she uses her cute appearance to her advantage (she's quite an asshole, the hilarious kind lol)
