From the US, I was surprised that touching the water is totally forbidden. In the US it is allowed to a certain extent as long as one doesn't lose contact with the equipment or actually become immersed. After all, water carries its own penalty: more weight and more slipperiness.

Augrey Feser: I've seen it time and again that someone just touches the water - not fall in, but just touch - and they are not DQedl In fact, escaping is rather heroic. Seen people have to wife off their feet before the wall because they got them wet.
