Licensing, even tho rare is the developer there are alot of actors and they're respective estates who would have to sign off on they're likeness being used, alot of the bond music is copyrighted, even the studio who owns the bond property might not be cool with a rereleased game or might want more money than is reasonable to reuse the bond license.
