Fun fact about wooper/clodsire! They both can still have the ability water absorb, making them really good choices if you are looking for a ground or poison type (from what I've learned), since water absorb gets rid of their water type weakness.

Perrserker isn’t a regional variant, it’s a completely separate Pokémon, even if it evolves from a Galarian Meowth. Same goes for some of the other Pokémon you included. If a Pokémon has a completely different name, it’s not a regional variant.

Just ban everything but what is in this regions dex from competitions. It should be easy enough with the hardware nowadays plus it would force game freak to work on polishing the games they put out more.
