Each new game increases the cap of your proficiency. Once you max out on the final NG++++ you have enough for everything.

Eh...how does this work, can you explain please? I got the skill but obviously not the skills yet....you press L1 and triangle just a splitsecond before the attack Hits?

Yes. It's more of an advanced technique used when you have over 100 hours into the game and just want to have fun. It requires a lot of knowledge of the bosses move set and if you wanted you could just start a boss fight in lower difficulty and practice. It's extremely useful late game in the depths of the underworld floors 6-30.
